Here you will submit the final paper for your Issue Background Project. The paper is roughly 12 to 16 pages in length, double-spaced, cited in APA format. You should have at least ten sources and your paper should cover roughly the following questions. These questions are not hard and fast, but should be present in any good exposition of your issue area. What is especially important are the connections you draw between the issue and the themes from this course. 
Elements or sections that could enhance this paper include:
Introduction – you can use some (with refinement) of the content from your identification assignment.
Description of the issue – What is it? What is the history of the issue? Where and when did it start? What are the impacts?
Stakeholders – Who impacts this issue? Who is impacted? How are they impacted? What would they have to say about it?
Current Policies – Is government doing anything about it? 
The Ideal Outcome – What does success look like for this issue? What conditions would have to be present to consider the problem solved?
